LOTHIAN AND BORDERS WASTE MANAGEMENT PROJECT

Outline Business Case

The five neighbouring Lothian & Borders Councils are fully committed to pursuing a policy of Reduce Reuse Recycle. However, this cannot deal with all types of waste. They have therefore been invited by the Scottish Government to form a Pathfinder Partnership to look at ways of treating ‘residual’ municipal waste collected in the area, ie the mixed household waste that is not separately collected for recycling and composting.
The Outline Business Case (OBC) they presented to the Scottish Government on 27 September 2007 outlines alternative ways of treating residual waste and seeks funding for facilities to do this. If approval is gained from the Scottish Government, a tendering process will begin, from which other alternative methods of treatment may emerge.
Much of the information in the OBC has already been the subject of public consultation as part of the review of the Area Waste Plan facilitated by SEPA. Only those elements of the OBC which are commercially confidential remain private.
The Councils hope to receive Scottish Government approval for this proposed Project by the end of 2007. After this, the procurement process to ensure competition from bidders and value for money will last for approximately two years.
The final decision on technologies, sites and capacities will be made by a joint panel of all five Councils and will be based on the Best Practicable Environmental Option (BPEO) set out in the 2007 Lothian and Borders Area Waste Plan. The BPEO is the most environmentally-friendly option able to be delivered within practical financial considerations.
The Councils are committed to ensuring continued stakeholder engagement before and during procurement and, of course, there will be the normal opportunities for public involvement during any planning processes. A solution is expected to be in place by 2013 at the earliest.
